When one thinks of Albany, one hardly thinks of whimsy. The seat of state government is not particularly synonymous with the imaginative and the fantastic. Yet if one peels back the layers of civic grime, one can find all sorts of bizarre arcana, macabre tales, and enough ghosts to make anyone walking around downtown’s silent midnight streets uncomfortable, at the very least.
